Two weeks before the wedding, he and Videl decide, "Eh, to hell with it!" and boink each other's brains out. Pan is born exactly eight months after the wedding. Eyebrows are raised. Gohan and Videl say nothing. And ChiChi is too wrapped up in "ZOMG GRANDBABY!!" to really care one way or the other.
